網路中立一詞為哥倫比亞大學教授Tim Wu於2003年發表的網路歧視議題論文中所創造，指的是網路上的所有資料流量都不能受到差別對待，網路服務供應商（ISP）不能自行決定阻止、減慢或加快線上內容的傳送。網際網路的指導性設計原則，即網路上所有資料的流動一視同仁。
- Net neutrality is the concept that all data traffic on a network should be treated indiscriminately, and internet service providers (ISPs) would be restricted from blocking, slowing down or speeding up the delivery of online content at their discretion.
- Guiding design principle of the Internet, whereby the flow of all the data on the Internet is treated without discrimination.
